EAA scope, in plain English

The European Accessibility Act (Directive (EU) 2019/882) requires certain products and services sold to EU consumers to meet accessibility requirements. It became enforceable in EU member states from June 2025. Key scope factors:

  • Covered categories include e-commerce, consumer banking, e-books and e-readers, electronic communications (telecoms), and passenger transport services' digital tools (websites, apps, ticketing, check-in) — plus certain consumer hardware like computers, smartphones, and self-service terminals.
  • Microenterprise exemption — businesses with fewer than 10 employees and annual turnover or balance sheet total under €2 million are generally exempt if providing services (the exemption is narrower for placing products on the market).
  • Existing vs. new — some member states apply transitional periods for services already on the market before the deadline; new or substantially modified services are held to the standard immediately.
  • B2B doesn't mean exempt — pure B2B SaaS isn't automatically in EAA scope, but enterprise customers increasingly require VPAT-style conformance reports in procurement regardless of the law.
